There's been a federal ban on Cuban imports since 1963 under the "Trading with the Enemy" act. This act was originally enacted in 1917 to restrict trade with countries hostile to the U.S.

It is not only illegal to possess or import Cuban cigars, but it's also (now) illegal to possess, purchase or consume Cuban cigars (or any Cuban product for that matter) even when not standing on American soil.
